Manitoba released the draft plan for the fourth phase of reopening, which could take effect on July 25. If implemented, it would increase gathering sizes to 75 people indoors and 250 people outdoors, increase visitation at personal care homes, and allow casinos and movie theatres to reopen with capacity restrictions.
